When all three resource bars are full you can start opening your vault door again and begin repopulating your vault slowly. Things will start to go back to normal now. Now that you have less people your resources won't be gobbled up faster than they are coming in. Step 4: Resume work on food and water until they are at comfortable levels. Dead bodies will remain in place for 24 hours, so if you are attached to someone you have plenty of time to revive them later.
Then revive only your dwellers with good stats and remove the low levels without any useful S.P.E.C.IA.L.
